Digital literacy references and bookmarks are being collated by several JISC Developing Digital Literacy (DDL) projects. See for example:

Much of the background work on digital literacy development in the UK is available from the Design Studio via the home page on digital literacy and the page on digital literacy materials from the JISC. Some of this background - along with his own work on the '8 elements' of digital literacy - are summarised neatly in this slideshare presentation from Doug Belshaw.
